PMEGP loan for women in 2026, the 35% subsidy, who qualifies, and how to apply
A plain-English guide to the PMEGP loan for women, how the 35% margin-money subsidy actually works, the project-cost limits, who is eligible, and the exact steps to apply online through the KVIC portal.
What is PMEGP, and why women get a bigger subsidy
The Prime Minister’s Employment Generation Programme (PMEGP) is one of the few government schemes that gives you money you never repay. It is a credit-linked subsidy scheme run by the Khadi and Village Industries Commission (KVIC) under the Ministry of MSME. You set up a new manufacturing or service unit, a bank funds most of it, and the government hands over a chunk of the project cost as a “margin money” subsidy that is simply adjusted against your loan.
Here is the part that matters for you. Women fall in PMEGP’s special category, which means a larger subsidy than a general applicant gets: 35% of the project cost in rural areas and 25% in urban areas, against 25% and 15% for general-category men. On a ₹10 lakh unit in a rural area, that is ₹3.5 lakh you do not pay back. That is real money, and it is exactly why the PMEGP loan for women is worth the paperwork.
How much you can get: subsidy and project limits
PMEGP funds two kinds of new ventures, with different ceilings:
| Project type | Maximum project cost | Women subsidy (rural) | Women subsidy (urban) |
|---|---|---|---|
| Manufacturing unit | ₹50 lakh | 35% | 25% |
| Service or business unit | ₹20 lakh | 35% | 25% |
The money stack works like this: as a woman applicant you put in just 5% of the project cost from your own pocket, the government margin-money subsidy covers 25–35%, and the bank lends the rest. Compare that to a general applicant, who contributes 10%. So a lower own-contribution and a higher subsidy both tilt in your favour.
If the project size is smaller than a full loan warrants, that is fine. Plenty of successful PMEGP units are modest tailoring, food-processing, handicraft or small-manufacturing setups. The scheme rewards a viable plan, not a big one.
Who is eligible for a PMEGP loan
- You are an individual above 18 years of age. There is no income ceiling under PMEGP.
- The unit is brand new. PMEGP funds only new projects, not the expansion of an existing business or a unit that has already taken a subsidy under another government scheme (PMRY, REGP, CMEGP and the like).
- For a manufacturing project above ₹10 lakh, or a service project above ₹5 lakh, you need at least a Class VIII pass.
- Self-help groups, registered societies, charitable trusts and co-operatives can also apply, not only individuals.
A quick reality check before you apply: because the unit must be new and unsubsidised, do not start spending on the project before your loan is sanctioned. Buying machinery first can make your unit “existing” and cost you the subsidy.
How to apply for PMEGP online (step by step)
Step 1, Register on the KVIC portal
Go to the official PMEGP e-portal at kviconline.gov.in/pmegpeportal and fill the online application: your details, the unit, its location, and a simple project cost breakup.
Step 2, Upload documents and submit
Attach your ID and address proof, a passport photo, your project report and your qualification and category certificates, then submit. Keep a copy of your application ID.
Step 3, Verification and interview
Your application goes to the implementing agency (KVIC, the state KVIB or the District Industries Centre), then to a District Level Task Force Committee that interviews you and vets the project.
Step 4, Bank appraisal and EDP training
The bank appraises your proposal and sanctions the loan. Before the subsidy is released you complete a short, mandatory Entrepreneurship Development Programme (EDP) training, which is genuinely useful and free.
Step 5, Sanction and subsidy adjustment
The bank disburses the loan, the margin-money subsidy is kept in a term-deposit and adjusted against your account after you run the unit for the required period. Then you build.
Documents you will need
- Aadhaar and PAN
- Passport-size photograph
- A project report for your proposed unit
- Educational qualification proof (where the project size requires it)
- Category and rural-area certificates, if applicable
- Proof of the business address
From subsidy to a running business
A subsidy funds the setup; discipline funds the future. Pick a unit with steady local demand, price for a genuine margin, and reinvest early profits before you borrow again. Frequently asked questions
+ – How much subsidy do women get under PMEGP?
Women are in the special category and receive a margin-money subsidy of 35% of the project cost in rural areas and 25% in urban areas, higher than the 25% and 15% a general applicant gets. The subsidy is adjusted against your bank loan and not repaid.
+ – What is the maximum PMEGP loan amount for women?
PMEGP supports manufacturing projects up to ₹50 lakh and service or business projects up to ₹20 lakh in total project cost. The bank funds most of it, you contribute 5% as a woman applicant, and the subsidy covers 25–35%.
+ – How can I apply for a PMEGP loan online?
Apply on the KVIC PMEGP e-portal at kviconline.gov.in/pmegpeportal. Fill the application, upload your documents, then go through the District Task Force interview, bank appraisal and the mandatory EDP training before the loan and subsidy are released.
+ – Is PMEGP only for new businesses?
Yes. PMEGP funds only new units. An existing business, or one that has already received a subsidy under another government scheme, is not eligible, so do not start buying machinery before your loan is sanctioned.
+ – Is there an income limit for PMEGP?
No. There is no income ceiling to apply for PMEGP. The main conditions are that the unit is new and, for larger projects, that you have at least a Class VIII qualification.
+ – Do I need to repay the PMEGP subsidy?
No. The margin-money subsidy portion is not repaid; it is adjusted against your loan after you run the unit for the required lock-in period. You only repay the bank-loan portion.
